Ya’ll got a peculular idea of the role of the presidency and the time frames involved in the operation of complex systems.
Your audience may truly be too dim to see past the “Obama ended the shuttle program and thereby diminished the stature of the United States” message. Maybe RA just got used to publishing in The State.

Wrong! Columbia broke apart over the skies of Texas during the Bush Administration.
President Bush was the one who decided to retire the Space Shuttle fleet. President Bush did announce the new Constellation program to launch Americans back to the moon and onto Mars. But Bush never lobbied Congress to fully fund Constellation; as a result, Constellation was way behind schedule and also, over budget.
Obama killed the Constellation program, but he didn’t kill the Space Shuttle program.
After two Space Shuttle accidents, killing fourteen astronauts, the Columbia Accident Investigation Board recommended retiring the fleet or recertifying the fleet.
