This is a local Spartanburg, SC cartoon. Police are trying to crack down on longterm parking downtown. The Gen. Morgan (hero of the Battle of Cowpens) statue downtown has been moved a couple of times as the downtown area has been revamped(I put wheels on it to make that point.) Anyway, the policeman is booting the statue for having parked there too long.
I guess we here in Columbia don’t have to worry about cars being “booted” as not that many people come “downtown!”
